To get a prepaid debit card you can go to walgreens, western union, or any online website that offers prepaid cards.

I’m not sure why you would want an American Express when Visa and MasterCard are accepted at far more merchants.

If you’re looking for anything prepaid, well American Express is definitely not a prepaid account. The only one I know that’s prepaid is Visa. So ask your international bank if they have colleteralized Visa credit cards. If not there are some banks online that deal with that. However I don’t know if they do that for your country or not as you didnt say where you are located. A collateralized credit card would be wherein you pay them $400 upfront and then they allow you $300 worth of credit, and then you repay them the amounts of your purchases plus a monthly fee, plus interest.
