In general, you have to be 18. Some states and banks have exceptions for certain ages and account types. If you do not meet the requirements for that, you will have to open jointly with an adult.
You have to be 18 to have a credit card as you have to sign a contract. The banks take this very seriously as they do not just give their money away. Also, you’d need a sufficient credit rating, which I doubt a youngster would have, anyway. The last strike against youngsters having credit cards is that you must be diligent and control your spending (youngsters love to spend!) and be able to make your payments on time montlhy. If that condition isn’t met, it would most likely cause a higher interest rate to be given. So you can see why giving credit cards to people under the age of 18 is impossible.
Anyone who is eligible to open the account that the debit card is tied to can have a debit card. Like I said, the age will differ between account types and state laws. I’d like to point out that some banks offer debit cards for savings accounts as well, so it doesn’t necessarily need to be a checking account.
Your last option would be something like a greendot prepaid visa debit card. These are loadable with cash at many different locations and can be used anywhere visa is accepted.

To get a Debit Card you generally have to be 18. If you have a bank account and want a debit card for it, call your bank and see if you get one.
